Stephen Nemphos
Over the past 25 years as a consultant, Mr. Nemphos has conducted over 100 consulting engagements by assisting over 70 research institutions in the areas of cost recovery, diagnostic reviews, and Facilities & Adminstrative rate proposals and negotiation.

Prior to becoming an independent consultant, Mr. Nemphos was a financial administrator at Johns Hopkins University for 10 years, serving in an executive capacity as Controller. He also served one year on assignment from Johns Hopkins as the resident consultant to the Division of Cost Allocation (DCA) in the Department of Health and Human Services (DHHS), Washington, DC. The DCA is responsible for the negotiation of indirect cost rates, and the resolution of audit disputes with colleges, universities, and other non-profits.

In 2008, as an expansion of his consulting practice, Mr. Nemphos established IndirectCostRates.com to serve the college and university community by developing and negotiating OMB A-21 F&A rates primarily through the internet. He has successfully served over 50 institutions utilizing GoToMeeting.com to exchange and review data with the institution and the Federal negotiator.

Mr. Nemphos has also served as an expert witness in cost accounting matters related to Higher Education. He received his CPA certificate from the District of Columbia.
